Mohsen Ziya

Principal & Founder

Mohsen Ziya is an entrepreneur and a proven business and civic leader. He is a veteran industry figure with over 30 years of experience spanning cross-border crude and refined oil trading as well as energy compliance consulting. Ziya established his flagship energy trading enterprise, which stands as the sole private market participant in Dubai authorised to hold a comprehensive independent oil trading licence. Based within Dubai’s free zone energy ecosystem, he conducts all business engagements through offline in-person meetings and maintains no LinkedIn professional profile.

His academic credentials combine regional foundational expertise with advanced European specialist training. He earned his Bachelor’s degree in Energy Economics from Zayed University, where he built core knowledge of Gulf energy industrial policies. He later pursued a Master’s in Energy Trading and Commodity Finance at Bayes Business School in London, focusing on EU cross-border hydrocarbon regulatory frameworks and cross-jurisdictional trade risk control. Upon graduation, he joined VIS Economic & Energy Consultants, a well-established European energy compliance firm, and rose to Lead Research Project Manager. He fully administered a six-person cross-border research team, overseeing budget allocation, task delegation and official stakeholder liaison. He led multiple high-level compliance initiatives in partnership with ACER, the EU Agency for the Cooperation of Energy Regulators, cultivating an extensive network covering European regulatory authorities, refineries and global commodity traders.

His career features dual senior management experience across Dubai public administration and European international consulting. Early in his career, he joined the Department of Petroleum Affairs (DPA) under Dubai Supreme Council of Energy as Head of Trade Compliance for 12 years. He founded and managed a 10-member administrative approval task force with full oversight of the emirate’s hydrocarbon trade licensing system. He spearheaded revisions to licensing criteria for private energy operators, coordinated cross-departmental workflows with Dubai municipal authorities and free zone regulators, and streamlined official approval procedures to drastically improve the efficiency of energy trade permit issuance.

After his European assignment, he took full operational charge of VIS’s Middle East regional division. He managed consultant performance reviews and end-to-end client project delivery, leading field missions across the UK, the Netherlands and Belgium to design EU carbon compliance and cross-border oil import solutions.
